Regulation of natural resource management and environmental protection faces various challenges, not the least of which are the resources and capacities of the governing authority. Regulators of the natural resources sectors' terrestrial and maritime activities are often challenged by conflicting priorities, resulting in an inability to detect and act upon non-compliance.
SONRREC supports the development and capacity of agriculture, livestock, fisheries, petroleum, and water and energy authorities through analyzing capacity needs and identifying gaps, developing training and capacity development plans, providing ongoing advice, and expertise and analyst investigations support.
First, a SONRREC expert will work with an authority to understand their current capabilities, define their desired outcomes, and develop a plan of action. The needs assessment process will identify specific gaps and training programs that will be recommended to the authority. A comprehensive needs assessment is developed in collaboration with all stakeholders within the administration, representing each stakeholder's interests.
As part of the second phase, SONRREC's experts will work across an authority at all levels to provide training and knowledge transfer in all areas identified by the needs assessment, including policy development, strategic management, regulatory design, enforcement strategy, analyst and officer training, as well as board and employee training. Moreover, SONRREC can provide one-off training on integrated water resources management, fisheries management (including port state measures obligations and IUU regulatory requirements), port management, social and environmental impact assessments, and land restoration and land management.
